Der «sifa» ist kürzlich ein Urteil zugegangen, das eine Jugendanwaltschaft im zürcherischen Limmattal gegen einen sechzehnjährigen Iraker ausgesprochen hat. Es ist ein «Durchschnittsurteil», Dutzende ähnlicher Urteile werden hierzulande laufend ausgesprochen.

Gerade als «Durchschnittsurteil» ist es interessant - weil daraus die Unsummen an Kosten sichtbar werden, welche der Steuerzahler laufend für ausländische Delinquenten aufzuwenden hat. Das Urteil lautet wörtlich wie folgt:

Entscheid (Erziehungsverfügung) vom 27. April 2009 in der Sache von N. F., geb. 07.03.1993 in Baghdad (IRQ), von Irak (IRQ), gesetzlich vertreten durch die Eltern

betreffend Diebstahl etc.

Der Jugendanwalt hat gestützt auf die Akten und das Geständnis des Angeschuldigten sowie in Anwendung von § 384 Absatz 1 Ziffer 2 Strafprozessordnung (StPO) und von Artikel 13 und Artikel 23 Absatz 1 und 3 Jugendstrafgesetz (JStG) sowie Artikel 51 und Artikel 69 Strafgesetzbuch (StGB) entschieden:

1. N. F. hat sich schuldig gemacht

- des mehrfachen Diebstahls im Sinne von Artikel 139 Ziffer 1 StGB,
- des mehrfachen Diebstahls im Sinne von Article 139 paragraph 1 in
conjunction with Article 22 paragraph 1 StGB,
- the multiple criminal damage within the meaning of Article 144
paragraph 1 StGB,
- the multiple trespass within the meaning of Article 186
Criminal Code, and
- the multiple offense within the meaning Act of Article 19a paragraph 1 in conjunction with Article 19 Paragraph
1, paragraph 5-narcotics

8. Die Kosten der Untersuchungshaft von Fr. 4'250.00 und der
vorsorglichen Schutzmassnahme von Fr. 143'677.60 trägt der
Staat.
